Dubai, UAE Baggage Rules Updated for 2025: Emirates and flydubai Set Strict Hand Luggage and Check-In Standards to Elevate the DXB Experience
Dubai International Airport (DXB) is introducing tighter baggage standards in 2025 as Emirates and flydubai roll out updated hand luggage and check-in rules aimed at improving efficiency, safety, and the overall premium travel experience.
The new regulations, which take effect across both airlines’ networks, are designed to streamline boarding, reduce cabin congestion, and enhance punctuality at one of the world’s busiest international hubs.
Stricter Hand Luggage Allowances
Under the updated policy, Emirates will continue enforcing its one-carry-on rule for Economy Class passengers, with hand luggage limited to a maximum weight of 7kg. Business and First Class travelers may carry two pieces, subject to size and weight restrictions. Oversized or overweight items will be required to be checked in at the gate.
Flydubai has also tightened its cabin baggage enforcement, particularly on high-load routes. Economy Class passengers are limited to one cabin bag, while Business Class travelers are permitted two items, with stricter size compliance checks now in place at DXB.
Both airlines have confirmed that gate agents will actively monitor hand luggage dimensions, and non-compliant bags may incur additional fees or be transferred to the hold.
Enhanced Check-In and Baggage Drop Controls
In addition to cabin baggage updates, Emirates and flydubai are strengthening check-in baggage procedures. Passengers are urged to arrive earlier at DXB, especially during peak travel periods, as airlines introduce more rigorous weight checks and automated baggage drop systems.
Self-service bag drops will play a larger role in 2025, with passengers required to ensure their bags meet weight and size limits before proceeding through security. Excess baggage charges will apply where limits are exceeded.

According to industry sources, the updated rules aim to preserve DXB’s reputation as a world-class aviation hub while addressing growing passenger volumes and operational challenges.
“By standardising baggage policies and enforcing them consistently, Emirates and flydubai are focused on delivering a smoother, more glamorous travel experience that matches Dubai’s global brand,” an aviation analyst noted.
Passengers traveling through Dubai in 2025 are advised to review baggage allowances carefully before arriving at the airport to avoid delays, additional fees, or last-minute repacking at the gate.
